Bisakah Jumlah Jam Pertemuan (Jp) Pelajaran Dalam K13 Diubah?

Bisakah jumlah jam pelajaran dalam kurikulum 2013 diubah?

Pertanyaan di atas yakni pertanyaan yang banyak masuk melelui kolom komentar di postingan wacana jumlah jam pelajaran kurikulum 2013. Jawaban untuk pertanyaan itu yang menjadi dasar hukumnya yakni permendikbud nomor 68 tahun 2013 wacana Kerangka Dasar dan Struktur Kurikulum SMP / Madrasah Tsanawiyah.

Dalam lampiran Permendikbud tersebut, disebutkan dengan terang bahwa masing-masing mata pelajaran mempunyai jumlah jam pelajaran (JP) masing-masing dengan jumlah pertemuan yang bervariasi.

Misalnya, jumlah jam pelajaran yang 3 yakni mata pelajaran Pendidikan Kewarganegaraan dan Pendidian Agama dan Budi Pekerti. Sementara untuk jam pelajaran tertinggi yakni mata pelajaran bahasa Indonesia, yaitu hingga 6 JP dalam seminggu.

Sementara itu, pelajaran Matematika dan IPA mendapat jatah 5 JP dalam seminggu. Untuk Bahasa Inggris dan IPS, JP dalam seminggu yakni 4 JP.

Untuk kelompok B, yang terdiri dari Seni Budaya, Penjas Orkes (Pendidikan Jasmani Olahraga dan Kesehatan), serta Prakarya berturut-turu JP-nya yakni 3, 3, dan 2.

Jadi, total keseluruhan minimal JP untuk SMP kurikulum 2013 yakni 38 JP dalam satu minggu.

Kemudian, muncul pertanyaan lagi:

Bagaimana kalau jumlah JP itu ditukar? 

Bisa atau tidak jam pelajaran Bahasa Indonesia yang 6 JP ditukar dengan Matematika yang 5 JP? Jelas jawabannya TIDAK BISA.

Mungkin, guru atau pihak yang ingin menukar jumlah JP antara Bahasa Indonesia dan Matematika beranggapan bahwa matematika lebih sulit dari Bahasa Indonesia. Penentuan jumlah JP bukan duduk masalah sulit atau mudahnya materi, tapi beban bahan yang terkandung dalam Standar Isi masing-masing mata pelajaran yang telah ditentukan dalam Peraturan Menteri Pendidikan.

Jumlah JP antara satu pelajaran dengan pelajaran lain tidak sanggup ditukar. Namun, ada beberapa kasus. Berdasarkan pengalaman berdiskusi dengan beberapa guru yang ada di sekolah lain. Ada mata pelajaran bahasa Indonesia untuk kurikulum 2013 yang hanya diberi 4 JP di kelas. Ini berkaitan dengan kebijakan masing-masing sekolah. Mungkin alasannya yakni harus ada muatan lokal yang ditambahkan, mengingat sekolah tersebut bernuansa pondok pesantren.

Akan tetapi, jikalau berprinsip pada materi, seharusnya jumlah JP dilarang dikurangi. Karena, JP yang sudah ada saja masih kesulitan mendapat jatah jam mengingat kegiatan sekolah yang tidak sedikit yang sanggup mengganggu jam efektif pelajaran. Apalagi jikalau JP yang ada justru dikurangi. Pasti kesulitan.

Alasan lain mengapa jumlah JP dalam kurikulum 2013 tidak sanggup ditukar antara pelajaran satu dengan pelajaran yang lain yakni alasannya yakni sistem dalam dapodik (data pokok pendidikan) sudah diadaptasi dengan peraturan menteri yang sedang berlaku.

Jika semuanya sudah disingkronisasi, disingkronkan, maka akan sangat berpengaruh. Misalnya dilihat dari kegiatan pelajaran. Seharusnya bahasa Indonesia dalam satu kelas dalam satu ahad ada 6 JP pelajaran, kok cuma ada 4 atau 5 JP saja. Ini niscaya menjadi masalah.

Pertanyaan yang juga melingkupi pembagian JP untuk kurikulum 2013 adalah:

Bagaimana Pembagian Pertemuannya?

Misalnya untuk pelajaran bahasa Indonesia, yang terdiri dari 6 JP, idealnya pertemuannya dilakukan dua kali tatap muka. Jadi, masing-masing tatap muka sebanyak 3 JP. Untuk yang JP-nya terdiri dari 5 JP, idealnya dibagi menjadi 2 tatap muka, sehingga masing-masing ada yang 3 JP dan ada yang 2 JP. Untuk yang 4 JP idealnya juga dibagi dua, masing-masing 2 JP. Untuk yang sudah hanya 3 JP, idealnya ada satu kali pertemuan dalam satu minggu.

Sekali lagi, itu jikalau memungkinkan. Jika tidak memungkin, sanggup diubah diadaptasi dengan kondisi sekolah dan ketersediaan guru.

Ada pula yang sanggup disiasati. Misalnya untuk pelajaran Penjasorkes yang terdiri dari 3 JP dalam seminggu. Jika ada dua kelas yang melakukan pelajaran tersebut, sanggup jadi untuk kelas yang kedua sanggup terlalu siang. Maka sanggup disiasati. 2 JP dan 1 JP. Untuk yang 2 JP dilakukan pagi hari, praktik ke lapangan. Untuk yang 1 JP penjaskes untuk teori, sanggup diletakkan di jam ke-7 atau ke-8 (terakhir).
