Informasi wacana perang dagang kembali mencuat. Khususnya berkaitan perseteruan perang dagang antara Amerika Serikat dengan Tiongkok. Dua kekuatan ekonomi besar dunia. Amerika Serikat sebagai negara dengan kekuatan ekonomi terbesar, melawan Tiongkok yang berposisi sebagai runner up-nya.

Seperti halnya dalam segala jenis pertandingan. Pertandingan antara tim besar lengan berkuasa melawan tim besar lengan berkuasa niscaya akan sangat seru untuk disaksikan. Begitu juga dengan perang dagang ini. Bukan lagi sekadar seru. Tapi juga muncul kekhawatiran. Khawatir bila perang dagang antara Amerika serikat dengan Tiongkok ini berimbas pada perekonomian dunia. Mengakibatkan krisis di seluruh dunia. Bahaya.

Sebenarnya apa sih yang dimaksud dengan istilah perang dagang?

Istilah perang identik dengan perseteruan dan langgar tembak. Istilah kerennya 'kontak tembak'. Dalam Kamus Besar Bahasa Indonesia Pusat Bahasa, sudah ada istilah perang. Tapi tidak ada istilah pengertian perang dagang.

Dalam KBBI, kata atau lema 'perang' mempunyai empat arti. Berikut ini pengertian perang yang terdapat dalam KBBI:

Pengertian Perang yang pertama: permusuhan antara dua negara (bangsa, agama, suku, dan sebagainya). Pengertian ini merujuk pada permusuhan antara dua hal yang berbeda. Perang mengandung makna yang lebih luas. Yaitu segala jenis permusuhan.

Pengertian Perang yang kedua: pertempuran besar bersenjata antara dua pasukan (tentara, laskar, pemberontak, dan sebagainya). Pengertian perang yang kedua ini mengacu pada upaya saling mengalahkan dengan memakai senjata. Dalam pengertian ini, kontak tembak harus dalam skala besar. Jika kontak tembak hanya berupa penembakan-penembakan sporadis, tidak sanggup disbut dengan perang.

Pengertian Perang yang ketiga: perkelahian; konflik. Misalnya ada perang batu. Yaitu tindakan saling melempar batu.

Pengertian Perang yang keempat: cara mengungkapkan permusuhan. Dalam hal ini berkaitan degnan ideologi. Misalnya perang antara kaum komunis dengan kaum nasionalis dan agamis yang pernah terjadi di Indonesia.

Dari keempat pengertian di atas, sanggup diketahui bahwa perang itu mengandung unsur utama yaitu dua belah pihak. Yang masing-masing berusaha untuk saling mengalahkan.

Dalam perang kemerdekaan Indonesia, misalnya, ada upaya untuk saling mengalahkan. Sekutu dan Belanda berusaha mengalahkan bangsa Indonesia yang ingin merdeka. Dengan segala macam cara. Upaya saling mengalahkan dan menjatuhkan itu, tidak hanya dari segi fisik. Misalnya, pengertian perang yang pertama, kedua, dan ketiga. Ada pula dari segili non-fisik. Misalnya perang ideologi. Misalnya bangsa Indonesia kali ini sedang melaksanakan perang. Perang melawan paham radikal yang seenaknya membunuh insan lain.

Nah, yang menjadi duduk perkara tidak ada istilah perang dagang. Perang dagang bukan para pedagang yang sedang berperang dengan senjata.

Perang dagang ialah sebuah istilah yang merujuk pada kebijakan antara dua negara yang saling menjatuhkan sistem dan perekonomian negara lawan melalui kebijakan perdagangan luar negari.

Perang dagang tidak hanya sanggup dilakukan oleh setingkat negara. Perang dagang sanggup dilakukan oleh dua entitas yang saling berkepentingan.

Kebijakan yang dianggap baik bagi AS ini niscaya akan berdampak jelek bagi Tiongkok. Maka Tiongkok membalas serangan AS ini. Tiongkok melaksanakan hal yang sama. Beberapa produk yang berasal dari AS dikenai bea masuk yang sangat tinggi di Tiongkok.

Keduanya akan sangat terpukul. Tiongkok akan kesulitan memasarkan produk baja dan produk materi baku lainnya. Harganya sangat mahal. Tapi, para pengusaha yang ada di AS juga akan kesulitan. Produsen otomotif, niscaya merasa terpukul. Bahan baku baja harganya niscaya naik. Biaya produksi naik. Laba niscaya menurun.

Memang, tidak ada senjata api yang ditembakkan. Tidak ada serbuan pesawat tempur apalagi pengerahan kapal induk. Ingat, AS dan Tiongkok sama-sama punya kapal induk.Tapi, dampak dari perang dagang sanggup jadi berupa perang sungguhan. Perang senjata api.

Misalkan, kedua negara hingga kolaps alasannya ialah tidak sanggup memenuhi kebutuhan yang sebelumnya disuplai oleh negara lawannya. Bahaya. Bisa perang terbuka alasannya ialah banyak orang yang merasa tidak puas.

Tapi biasanya itu sangat jarang terjadi. Yang pasti, perang dagang akan menyulitkan orang kecil.

Di samping perang dagang, ada pula perang yang tidak memakai senjata. Perang kata-kata. Pakai senjata, tapi bukan senjata api. Senjatanya ialah kata-kata. Bahkan, di dua korea. Korea Selatan dan Korea Utara, sudah semenjak usang berlangsung perang pengeras suara. Di perbatasan. Untuk saling ejek dan promosi. Tapi kini sudah berakhir. Pengeras-pengeras bunyi yang dipakai perang itu sudah dicopoti. Ketika Kim Jong Un, pemimpin tertinggi Korut sudah mulai melunak.

Semoga cukup di perang dagang antara AS melawan Tiongkok saja. Kita tidak terlibat. Tidak terimbas juga.
